I’ve been thinking about this too and realized just how good the backgrounds were in the ereader era. I’m honestly torn between the non-holo and holo variants.
When I just look at pictures I much prefer the non-holos. But when I have the holo in hand, and shift it to expose the background, the holo becomes much more subtle and accentuates it.
imo the best non holos are from ereader sets

In a collection lot I bought a few years ago, I found this:
At first I couldnt comprehend why someone would bother taping up this card etc. But I got looking at the art and I realized how spectacular it is. This Seaking wholly represents the early era of Pokémon in the 90’s, and I can understand how this card might have been someone’s favorite.
I have good reason (outside of that thread) to believe this is the first.
Man, seeing the tape on this Seaking immediately reminded about my childhood “glitter” Exeggutor.
Growing up, the only cards that I had for a number of years were hand-me-downs and gifts from friends and family (I wouldn’t open my first booster pack or theme deck till 2004); I basically only ever got commons, uncommons, and non-holo rares from them since, y’know, most people want to keep their holo cards.
Anyways, my cousin felt bad and wanted me to also have a “shiny” Pokemon card and so she decorated a Jungle Exeggutor with glue and glitter and gave it to me so that I felt included. For obvious reasons, the card meant a lot to me but unfortunately it became lost for good about a decade ago while I was in college. I really wish that I still had it so that I could show and tell but alas I do not.
Anyways, there are too many cards to appreciate so I’ll choose one old and one new:
EX Hidden Legends Rain Castform (Reverse Holo)
While I no longer have my original copy, this reverse holo was the very first foil card that I pulled from a pack. The energy symbols don’t really work well with the background but I love the illustration and also the energy symbol that is embossed onto the text area of the card.
Even though they don’t have the set logo like later reverse holos, EX Hidden Legends and EX FireRed & LeafGreen reverse holos are really cool because of the embossed energy symbols / poke ball symbols.
I wish that we could get more creative reverse holos either with different foil or stamps (or both) like we got from EX Hidden Legends through EX Power Keepers. Shrouded Fable was a nice surprise in that it had a unique reverse foil pattern. I also appreciate that all of the reverse holo ancient and future cards had a different foil than other reverse holo cards from the SV era.
Twilight Masquerade Alakazam (Cosmos Holo)
I love the illustration on this one and the cosmos holofoil really pops here. My phone camera doesn’t really do it justice. This is definitely one of my favorite modern cards based purely on aesthetics.
This is a great candidate for an artist to paint over into a full art
