In name only I believe. The JP set name doesn’t have Delta and we’re not done yet covering content from Z-A Mega Dimension DLC (which Mega Rayquaza is in)
If Mega Block is anything like SV block, yeah probably. ME1-4 were based on the main game of ZA, then we go into the DLC starting with ME5 (Pitch Black), which should continue from ME6-ME8.
That doesn’t mean we can’t get Delta Species starting in Delta Reign, though. TPC always announces the annual new mechanic at Worlds every year. For SV DLC, it was the return of Ace Specs. Even without the Holon region being in play, the new Delta Species Pokémon could be tied to Hyperspace Lumiose.
it’s a reference to the original debut of Mega Rayquaza through the Delta Episode in ORAS and it’s ability after it mega evolves is Delta Stream
M6 Storm Emeralda releasing on July 31 means whatever mechanic it has won’t be announced at Worlds in late August. It should be picking up where Abyss Eye left. The JP set name should be the Mega Attack name for Mega Rayquaza ex
On the other hand, the Pocket set Ruler of the Skies will have free exploration of whatever Mega Rayquaza could mean for the set’s themes and mechanics
its also his ability as Delta Stream, if it was delta cards theyd probably show it on the cover art
