Does anybody have information why psa has put a case on it and a special slab?

I believe this has this special slab because this was a card given out to children who participated in the treasure hunt at Long Beach Expo 2018. It was probably submitted at the convention as the treasure hunt was underway receiving this special label. I’m not 100% sure but I believe this is why.

I have one of these too (Charmander). I remember hearing it was a pack they cracked live at the event and graded all the cards inside. No idea if that ties into the treasure hunt mentioned above
