I’ve edited the OP. I’ve left out #3 Mewtwo (Japanese VHS) because it doesn’t have the Blackstar logo (right?!).
I’ve added the 25th Anniversary Celebrations as well as another copy of the French Surfing Pikachu, because there are two versions (©1999-2000 and ©1995-2001).
@Quuador Are you sure that #27 Pikachu doesn’t exist in German?
Actually, the one from the VHS is exactly the same as the English one, including WB stamp. The only difference is the cardboard used, since one is printed in the US and the other was printed in Japan. Here a relevant thread for it:

Yes, that’s why I added two French flags. But splitting them is probably better indeed. It’s kinda similar as the Flug-Pikachu vs Fliegendes Pikachu for German, but in French both Surfing Pikachu are called the same, just their copyright is different.
I’ve been collecting Pikachu cards for nine years now and own the second largest Pikachu TCG collection in the world, and have never seen a picture of it before, so I’m indeed 99% sure it doesn’t exist. If you know something I don’t however, or have seen a picture, information, or even rumors of it anywhere, I’d love to know. ![]()

All those pictures are from an auction from a few years back, which I unfortunately learned about after it was already sold… It was advertised as ‘Foreign Pokémon promos’ or something like that, and completely flew under the radar. It sold for 700 USD or something along those lines, iirc. Even though I and a lot of other collectors would have paid that amount for some of the singles alone.
For reference, here are pictures of the entire auction:
A French collector won it, and sold most of the non-French promos to other collectors. The German/Spanish Surfing/Flying Pikachu went to Tom, the Pikachu collector from Belgium who has the largest Pikachu TCG collection in the world, and the German birthday Pikachu went to a German collector for just 100 bucks, after which me and another German collector were bidding against each other, and I ended up winning it for 4400 euros (it’s still my most expensive bought card thus far)… ![]()
Almost all cards went to different species collectors who go after all languages, but I don’t know which card went to whom.

What would you value the French birthday pikachu and German birthday pikachu today?
Same with surf-pikachu and surf fiesta pikachu
Not sure about the French birthday Pikachu, since I have seen quite a few of them in the past. Five years ago they usually went for 100-200 bucks, so these days probably ~300-500 I guess.
As for the other three, whatever someone is willing to pay for them.
I only know of the existence of two Surf-Pikachu and two Pikachu Surfesta thus far, so no way a value can be given for them. When a third one finally pops up for sale, it could be for 10 bucks; could be for 100 bucks; could be for 1000 bucks.
As for the German birthday Pikachu: I may have paid 4400 euros for it 2.5 years ago, and I don’t regret it, but I honestly don’t think it’s worth nearly that much to most collectors that are looking for it.
Some cards simply can’t be put a value to, except for ‘whatever someone is willing to pay for it’. That’s just the way it is.

Thank you for that information. Can you locate me a French birthday pikachu? I’ve had zero luck besides the two on card market. The one guy had it at $1,700 USD and the other at 16k. I found one after digging through eBay France and found a graded PCA 6 but for 1800 and then he took the listing down. Was never sold. I can’t find any raw copies anywhere. I’m willing to pay a premium for it
This is the only French Flying Pikachu I can find and the seller is asking £4,396.51 this seems very high to me. Does this seem to be the market price for this card or is the seller just listing is at that price because they are not sure what it’s worth? I can’t find any raw copies
It’s also the only copy ever graded by PSA
Sellers with low pop cards have no competition and therefore no reason to lower prices. If you think the card is worth less, you should send an offer over and see what they say. Most people with outrageous listings field offers for a fraction of the BIN price.
Want to add some information (that might be useful):
Despite Meowth 10 has NOT been released in Spanish, for Spanish speaker countries, this card was released in English, but it included a mini appendix that included official translations of the attacks in Spanish.

I don’t know why did they decided to apply this, but personally I find extremely curious that, as far as my knowledge goes, this is the only card that included a mini appendix with translated attacks in Spanish.
I do not discard the possibility that in the case of Meowth 10 this happened with another occidental Non-English languages (Besides Spanish)
This specific picture in this specific thread is the only evidence I could find about the supposed existence of the italian Psyduck (and every other non-english Psyduck, but I’m looking for italian cards).
How can I get in touch with the current owner? I need to at least understand if it exists, how it was distributed, something along those lines.
Every collector (even bigger ones) I talk to denies its very existence, but I showed them this topic and everybody is scrathing their head.
Yeah, this applies to a lot of foreign WotC promos, not just those Psyduck. A lot of the foreign WotC promos in that auction are among the hardest to find cards in general. I’m personally still missing the German/Spanish Surfing/Flying Pikachu, and have only seen two copies each in the past nine years (including the ones above, which went from the French guy who won that auction on eBay to thepikachucollector).
Since even pictures are already extremely hard to find, information of their release is basically non-existent. No one knows how they were originally distributed. My guess for almost all of these is that they were given at small events/tournaments within their respective countries as participation/guest giveaways. This is just a completely random guess, since no one knows, and as you mentioned: a lot of people, even from these countries, don’t even know these promos exist in the first place.
Anyway, the French collector who won the auction back in 2020 is le_cartable_vert on IG. I’m pretty sure he already sold all non-French promos to various collectors, including the Italian Psyduck you’re looking for, though.
And he also doesn’t have any additional information. He simply bought them.
Unfortunately, the eBay seller also had no information whatsoever when I contacted them at the time. Iirc they were a pawn shop selling it through eBay auction. I’ve looked back through my eBay messages, thus to quote them:

The auction also flew completely under the radar at the time. I was able to find the original title and sell price recently, which was ‘Black Star Pomo Pokemon Card Collection Lot English and Non English’, sold for just 660 USD on July 23rd, 2020 (even though I’ve paid 4400 USD for my Birthday Pikachu alone
