2007 National Danish Trophy Cards
I’m friends with a shop owner that I met through @genchiro when he was visiting here a few weeks back. My friend mentioned that he had these rare trophy cards and told me that they were printed with the permission of Ken Sugimori for the 2007 Danish National Tournament. There are 13 cards that depict competitors from that tournament. The cards are printed on plastic and not actual cardstock, similar to many fake cards. I don’t have pictures of the back, but on the back “Not for play” is printed.

Found an archive that lists the top 4 winners from that tournament. Three of which are in this set.

The Danish version of the official pokemon magazine has some news articles about the 2007 regional championships, waiting for someone who has access to the Danish National Library to confirm the contents of these articles.
Established Precedent
Steffen From, a prominent TCG player from Denmark at that time, posted on Instagram saying that was common practice to create custom cards and get them signed at regionals starting in 2004 and for some years after as well.

I believe these have the same backs as the fan made signed cards from 2007 Worlds we saw hit PWCC two years ago, I would assume these to be of similar origins.
I don’t personally have access, but they are available at the Danish national library, so anyone living in or near Copenhagen or Aarhus could access them.
