Wrongly Labelled Tropical Wind?

Hi Guys,

Just curious, I stumbled upon this PSA 10 GEM MINT Tropical Wind World Championship 2004 Pokemon Promo.
But I’d always thought a world promo card would have a golden stamp on it.

I know they have the same art, but figured it just be labelled as black star promo instead.

The 2004 Tropical Wind was a special year as it has a “spectator version” of the card, e.g. with no golden stamp.

This is one of them. Yes, there are tropical winds 2004 with the golden stamps.
