Where was this card distributed?

Hey Guys,
I stumbled upon a card I’m not able to find out what it is. I found out that its apparently part of a set but not sure where this set was distributed.

This is the Set I found:

That’s the Vending Machine Series 3 - card 5.

These were distributed in Japanese vending machines around 1998.
