I’ve been browsing facebook marketplace looking for some deals and I stumbled upon a huge vintage collectible lot (Mostly toys,manga,etc) but there are a few cards. Tucked off to the side in the photos there’s this strange looking Lugia card I just can’t seem to identify, anyone know what it is?

A grass type Lugia should have made all alarm bells go off
The alarms did go off, there’s just a lot of more obscure cards out there. I use f.lux so my monitors are very yellowed, couldn’t tell if it was green or tinged oddly from that haha.
