I bought this gym promo in PSA 10 to replace my PSA 9. However, the 10 is in much worse condition. It has these strange unsightly marks on the card. Quite annoyed at PSA here, NGL.

What do I do now? Crack the card, try to clean up the marks and then re-submit it?
If you’re unhappy with the card, I would recommend selling it and buying a new one.

If I’m being honest, I don’t think most people will find these as concerning as you. But if you are worried, you can be transparent in the listing.
I agree with Dyl. If you aren’t happy, you can resell and note the marks in your description/images.
A PSA/CGC/BGS/Black Label/Perfect 10 might not be perfect card. When you get to the 9/10 range, differences in condition can be very minor.
If these sorts of marks are something that bother you as a collector, buying in person may be a good option so you can view before you buy!
