What am I looking at? Japanese Pre-order tickets?

Hey guys I’m trying to figure out what I’ve got on my hands here. These came in a lot that I bought of Corocoro jumbos and vending series cards. In this lot I found these two things. The only info on the Black mewtwo that I could find said it was a pre-order ticket. I couldn’t find anything about the one with the birds. My question is what is this? I’ve been offered 10$ a piece for them and I’m reluctant to sell them because I have a hunch that they’re not very common. Thanks for any info!

I never seen them before, but I have a feeling they are promo inlays.

I have no idea but the Pokémon 2000 one artwork would’ve been a better alternative to the one we got in the US.
