Unique Kyogre Water Holographic?

Was shopping for my favorite legendary, Kyogre, when I noticed something:
…looking at a 2006 Kyogre of the Ocean card from 構築済みスターター
大地のグラードンex (preconstructed Starter Earth’s Groudon and Kyogre of the Ocean)
As typical of the era, it has the entire face of the card in an updated-Cosmos foil, just dots, but what do you call the second layer of holographic, and is there any other card that have that watery foil over the dots?

My question is this: What do you call that watery layer of holographic?

Pretty sure it is the “water web holo” that appear on regular holos during the Sun and Moon expansion (the Bulbapedia link says it is missing a section on water web holos). But obviously this is from a much older era so it may be the first appearance of this pattern???

The Groudon in the first link also seems to have a cracked ice holo on top of the cosmos foil.

The only other cards I am aware of that has 2 layers of foil is from the Kanto friends costco exclusive 5-pack box, where they have a cosmos holo on top of the reverse foil.

No, water web holo is something different. They’re regular Holofoil cards, with a more wavy holofoil. It’s similar, but not the same. Here are two examples of a Water Web Holo cards:


You are correct that the Groudon ex has the cracked ice holofoil on the entire card however, which we’ve seen on modern cards.

A.f.a.i.k., this Japanese Kyogre ex is the only card with this type of holofoil. No idea what it would be called, however.
Here is a small gif of my Kyogre ex (ignore the Korean card next to it) that better displays the holofoil than images can:

It does seem to be a different pattern than water web. In general, Japanese cards seem to have a lot of more interesting foil patterns than English cards. I bought a lot from some guy and there were a couple of reverses from shiny star V with wave circles. I really wish The Pokemon Company International would follow suit by changing up the reverse foil patterns we get. The ex era had the best unique holo patterns with the reverse holos.
