I think what sets No rarity apart from something like No Symbol is the fact that it was a conscious choice to omit rarity during the first print run, rather than an error like Jungle’s missing symbol. It represents a historical change where Pokemon realized that people did care about the rarity for collecting reasons.

I might be too optimistic on them, but if you fast forward another 30 years and there’s a museum exhibit on the Pokemon TCG (similar to the EMP Museum in Seattle’s small MTG exhibit), you’d have a No rarity card on display there alongside the English 1st edition base cards. They’re just that significant.

I wasn’t aware it was a conscious choice to omit the rarity symbol, rather than a printing error, which they quickly corrected.

The fact that the first card images used for all their marketing material and books all had no rarity symbol seems to point to the fact that they originally planned to not have it.
