That’s a bummer, I had a similar situation recently. I’m honestly very surprised at how little 10’s I got with my most recent submission. Honestly my first big one, and my only one with CGC so far, but it had a lit of really nice red’s pikas, and some brand new Kanazawa. Almost everything 9.5. 1 10 Kanazawa and 1 10 red’s pika. Out of 75 total cards, only those 2 tens. Not complaining about the grading results, just commenting is all. I’m perfectly happy with the 9.5’s. It’s just nice to see that the 10 really is quite tough to get with CGC.
Well, I sent 250 cards and it was a little over 5k. I got it in just before they increased their prices. But I do subgrades for everything more or less. Every grading company is kinda high now. I don’t think it’s so bad though. Hopefully de-incentivizes sending in low level cards.

Trying to gauge how much should i pay for this one.
I’m trying to gauge the price of a PSA10 Rayquaza 075/l-p lottery promo.
Recent solds during the hype last year (Aug-Dec 2020) put the price at around $800. However, I saw a recent PWCC auction go for $1800 on 29 May 2021.
Trying to understand if this was paid (I think it was looking at PWCC auction archive?) and if this is true market value.
Seems a large jump but I appreciate the rarity.
If it’s in the archives, then yes it was paid. You think that’s a big jump, yet the last sale you’re referencing was from late last year, so that’s plenty of time for the market to look completely different for any given card.
I would look at comps of the other lottery cards in the same set and also the more rare ones - legendary dogs and lugia/ho-oh with 1000 copies to see if it makes sense to you.
Considering that the English versions of these cards went up considerably, it makes sense that the much rarer Japanese equivalents go up as well. In my opinion they should exceed the English versions due to the very limited release.

I would not necessarily expect the Japanese promos to exceed the value of the English versions. (At least for the “more common 6” with 5k copies, vs. 1k copies).
English graded copies will have far fewer in PSA 10. As well as having the shiny border, which looks great on these cards.
On the other hand, I could see the Japanese versions for the Birds and Dogs earn more in Japan than the English 10s earn in the Western market, but that they would struggle to achieve those prices outside of Japan.
