I don’t think the link matches the card description, if you are talking about the Battle Road Summer 2005 card, then that one is not rare, since it was a preliminary participation award and was distributed quite a bit.
This promo has 5000 copies as a part of the Shiny Preset Campaign. So also not very rare but it does have a supposed absolute rarity of 5000 copies only.
So as far as Japanese promos are considered, number 1 and number 2 in the OP are the rarest, and also mentioned by @rtas the Spring Battle Carnival 2012 Jumbo card because it was a parent child battle tournament participation award, so meaning you needed to play with other parent-child pairs to be able to get the card at the event. I am not sure of this stipulation makes it rare or not, but you don’t see it too often, but that could also be because it is a Jumbo.

Thought about including the Jumbo one, Probably I should even if it’s not standard size. That will make a total of 4/5 top if we consider Battle Road.

You are mixing up the L-P and the BW-P promo sets. BW-P promo card is 1000 copies L-P is 5000 copies.

Well to paraphrase directly from Pokumon:
“Participants for the summer tournaments received a cosmos holofoil promo Rayquaza card. Similar to the spring tournaments, those who made it to the Final Tournament received another promo card. For summer, this was a React Energy holofoil promo.”
So all participants received the Rayquaza, and the final card you are talking about was React Energy which is somewhat rare indeed.
I always consider anything battle road to be rare. Meaning that you had to actually participate to be able to get hold of these cards. The amount of these cards were limited by the time limit and the capacity of the space holding the event. I would be very surprised if the numbers are over 5k, but my guess is as good as yours. Even if someone says 4k or 6k, there is no way to definitively answer that.
Also in your list, my opinion is only covering Japanese promos. There might be other language cards that may not have exclusive art but have an exclusive stamp which might be rarer, same as your no.1
I was thinking as Rayquaza Gold Star as THE honourable mention, being a set card that are normally much more produced.
Gold stars in non-English-Japanese are probably quite scarce. Although I don’t think the PSA POP report is a good estimate.
In Europe there has only been much less tradition for grading. And when people grade, many times is with the European grading company’s.
Around 13k English Rayquaza Gold Star is the printed estimate showed in Dan’s, from Ketchum Collectibles, study, which I always have considered to seem quite accurate.
That’s for a 65% English and 35% between all non English. Starting from there, will probably make a better estimate for how scarce German Rayquaza is.
It’s not a Rayquaza card per se although, Rayquaza is featured in the artwork for one of the design contest Illusion’s Zoroarks so a pretty rare cameo.
Especially since PSA only started grading other languages than Japanese or English outside of Base Set like two years ago.
So for example the PSA population of the German Rayquaza Gold Star is 27, but the BGS population 46.
Not sure how many copies there are out there, but the (Traditional) Chinese POP1 Rayquaza (Taipei Poké Park promo) comes to mind. It won’t make it to the top-5, but it’s very likely in the top-10.
