I know this has been probably asked before. But is there anything unusual about the frosting at the top of the case or anything I can do about it?

It is not unusual and you can’t do anything about it besides getting the card recased at your own expense.

How do I get it recased?
Honestly don’t worry about it. Are you sure it’s frosting and not icing on the cake owning this card.

mmmmmm PSA cake frosting
I’ve seen this on several slabs. it’s not uncommon, and because of that, re-slabbing may return you a slab just as unsatisfying.
I’m sure this is a result of the sealing process. When I’ve crack cases, I notice this effect increases or decreases, so my guess is that the bond is merely not uniform. It’s not a sign of tampering, as it has sometimes gone away when cracking…
