What you FEEL about the value of the cards is moot. The market value is where its at, because, well, it is dictated by the market. You may feel like you don’t wish to spend that much on the card, which is fine, but its your own personal value of the cards. The population is huge, and the supply is there for the time being. I highly doubt the prices will fall, supply available will eventually dwindle imo, less on the open market.

One thing to remember is that population is not the same thing as supply. It’s not a question of how many exist, but rather how many are available on the market. These cards were graded more than 15 years ago. How many were destroyed, lost or thrown out over the years? How many are sitting in the bottom of some dusty closet and are not in circulation? Is there someone with a 200 card stockpile of these things? A better indicator of supply is looking to see how many of these cards popped up on eBay in the past 3 months.
If these cards are selling at a consistent price, then that’s the current value. You’re feelings about the value are irrelevant.
BUT there are indeed a lot of these cards out there. There’s a lot of opportunity to find misspelled listings or to just get lucky and swipe them for a cheap price if you’re patient enough.

Mint ungraded is not a consistent supply anymore, even on restricted japanese markets. As @pkmnflyingmaster mentioned, the pop does not represent market availability.
Feel free to bet against the market, that is entirely your choice. These cards have enough quantity where you can be patient. The growth most likely won’t be exponential over night. But I wouldn’t expect them to have a significant decrease, unless someone has a stockpile of 100 and dumps them all at once. Even then you would hit an inflection point.
I bought these cards recently for about the prices you quoted, but I felt it was quite a bargain.
I agree with Scott, just be patient and you will get them around your price range. I still need to Porygon but I’m in no rush. I’ve seen the card sell for $20-30 so it would be stupid to buy it for 2-3x.
