Its one of the nicer card stocks belgium used, I’ve found some jungle commons that produce the same effect, i think its just an anomaly that happens during manufacturing. They’re air bubbles in the graphite, typically they only have like a dozen bubbles that stand out.
I dont know that this bulbasaur was from belgium though, still working on that.
