I’ve always been curious where this card was obtained, I understand it was through a promotion but did they hand it out at certain events, did it come in a CD since it has the Pikachu Records logo (small Pikachu tail at the bottom of the card), etc? 
It’s a promo card for the “Torikaekko Puriizu” CD single, but wasn’t packaged with the CD itself. Instead, the CD package included a flier with instructions for sending proof-of-purchase by a certain date, after which the promo card would be sent to the customer.
