It’s a p promo japanese exclusive to celebrate pokemon center in Tokyo, it couples with the one with Meowth celebrating pokemon center osaka

By the way these cards are a nightmare since they were handed out in a tight pack including a special coin and this caused pressure signs in most of the copies.
