Hello, I’m not familiar with this kind of cards, so I was wondering if someone could tell me if it’s something that will decrease (or gain) in value over time.
The card was released recently, and you needed 60points to get it, unlike the 2018 version where you needed 120points.

The honest answer is nobody knows. The card is still being distributed afaik so the short term I would imagine it will go down, plateau for a while then MAYBE rise after some time. If you are looking for a short term investment I would not go for it. The previous release of the card would be something to maybe look at to draw comparisons to but bear in mind it was harder to obtain.
