Iām pretty confident they can. Packs can be weighed up until BreakPoint, because that was the set they started using different code cards to combat scales. Still, up until Rebel Clash you could find specific in-between weights that almost always had a holo or ultra. The difference between light vs. heavy code card weight was smaller than the difference between non-holo and full art cards, but there were no guarantees of a pull at any weight.
For BW Base to XY Breakthrough (bar exceptions like Legendary Treasures or Generations), the heaviest packs would most likely have a full art, since they are a bit heavier than your typical holo. I myself had done this several times, but never recorded the weights. Also it should be noted that for HGSS sets, some ultra rares were found in the reverse slot (I canāt remember if this happened with primes or legends, but I know it happened with the SL subset in Call of Legends).
EX power keepers pack weighed 16.94g and I cracked a regular holo (Raichu) and a reverse holo rare (Kabutops).
someone on another thread said theyād opened one that was heavier (17.3 or so) and pulled a regular rare and a reverse holo energy. Those energies are likely the heaviest cards in the set so they might make an otherwise light pack heavy all on their own.

Maybe, but we donāt have enough info to conclude that. There are lots of EX sets where pack weights can be wonky like that. For example, 17.45g Holon Phantoms packs are typically light, but 17g is typically heavy. My theory is that print runs have minute weight differences as a result of card stock/ink adjustments.

Is the weight data on the sheet for Ruby Sapphire accurate? I thought that Lapras ex pack was ~17.4, @wisewailmer ? Please correct me if Iām wrong.
Also, IDK why the sheet is showing the 17.34g Sandstorm pack as light? I pulled a holo out of my 17.34g pack, unless thatās a separate 17.34g and mine isnāt on the sheet (and Iām pretty sure it was on the sheet). Confused.
checking my old pics I got the lapras from a pack weighing 17.53-17.55g
I havenāt changed the sandstorm ones around though, not sure how many people have access to the sheet as of now
Ok, so the sheet needs that 17.53g weight ā the lowest weight it has for Ruby Sapphire is 17.6g. Iāll add it. Iāll also add my Sandstorm; Iāll just assume that there was a separate 17.34g light pack that someone added.
I have been tracking pack weights from Duel masters and I think you callout about print runs affecting pack weights is important. I have had heavy packs in one batch/box weigh less than light packs in another. I know for a fact they were differing print runs due to the order of the cards in packs differing (rares in front in some, in back for others). the packs look/feel the same and are from the same set but the print runs cause weights to vary by as much as a full gram.
Often when buying weighed pokemon packs I wonder if there arenāt multiple print runs for a single set and whether I can trust a āheavyā weight

100% agree ā never assume a loose āheavyā pack will actually contain a holo. Not too long ago, I bought a 17.4g EX Dragon pack off eBay. Based on a few data points, I believed it would contain a holo. Ended up not. Lesson learned haha. I hope that with enough data points we may eventually be able to determine whether or not a pack is from a heavier/lighter print run. There are some middling weights for certain sets where we can already (probably) safely assume that they are light packs from a heavier print run.
And no problem at all! wisewailmer has done the bulk of the work, but I do enjoy helping in whatever way I can.
EDIT: one thing I meant to ask: was it possible for you to distinguish between cards from the two print runs? Did cards from one print run feel/look different at all from cards from the other?

Also! I cracked another EX powerkeepers booster today. Weighed 17.00 grams and contained a non-holo rare (Dusclops) and a half-art reverse holo (Vulpix). It weighed slightly more than the last EXPK booster I reported in this thread but that one contained a holo. Possible heavier print run? @zorloth,
