Been trying to add a graded Eevee 189/BW-P been after a psa 9 or 10 for sometime. But prices have gone absolutely haywire the past 2 years. According to PSA, pop report is low but but I see so many raw cards. Anyone got any insight on the release of this promo? I’ve tried digging but haven’t found much. Any knowledge on this would be much appreciated!

This came with the Eevee collection file binder in Japan. All Eeveelutions except Sylveon were included. Sealed binders with the 8 promos go for over $1k. But you can usually get the set for a few hundred
