Does the lugias size look wrong or the packaging? possibly replaced?

That is cool, I don’t envy sealed collectors that is for sure…so many different items so little time 
Is this a reseal job from a supplier/retailer at all?
probably not, rusty has some prototype double blisters from neo destiny, that look almost identical to these
