Those are the right ones, just in a two pack. That’s weird… and you’re sure the sleeves you used were ultra pro penny? I have ©2010 #82689 and 2012 & 2015 #82667’s and they fit fine. My only other guess is you may have gotten a bad batch?
Edit: Ok I just double-checked the ©2010 #82689’s and it appears that they are indeed slightly larger width than the 2015 deck protectors. So I gather the answer may be that you need to have either 2010-2011 deck protectors with just Penny sleeves or just find the 2015s to fit whatever you may have.
It makes sense because I noticed some significant improvements in their 2015 production, and I highly recommend trying to find that year or later. I actually did a review of a bunch of different sleeves here if that helps:

Tldr: The 2010 clear deck protectors fit Ultra pro Penny only (not the smaller U. P. Premium sleeves or some others). The 2015’s fit Ultra pro Penny and Premium sleeves.
