Karen’s Umbreon is not the most beautiful Umbreon. Have to disagree. Sorrie. It’s beautiful though, but not the most.
The Japanese concept packs (CP) which go from CP1 to CP6 should be really fun but also challenging to do a master set on. They are fun because each concept pack has a unique theme which is really something special (CP3 - Pokekyun is a brilliant example) and for most concept packs one box of the set should get you all of the cards.
The only exceptions should be CP4 (EX×M×BREAK Champion pack) and CP6 which was the 20Anniversary set. These 2 sets have higher card count.
The challenge comes due the limited release and some of the boxes are hard to come by. Not to mention the price points are a bit steep.

I agree with pokebuffet, vs umbreon is great but not the best.
i think the original moonbreon or the skyridge are the best
Anyways the best master sets are base set(duh started it all), Neo, and VS because it was never printed in english and has all kinds of good art. I would say e-series would be a runner up
I dont think the modern sets are master set worthy, i find me not appreciating the art of all the 795 uncommon and commons for one set and its a very skippable pages in a binder. The alt arts and rares are amazing but the rest of the cards in the set are just filler garbage
OG one looks like black panther… Sky Ridge one is still decent.

Another great set is southern/rainbow islands. Tiny set and minimal investment (~$250 if you go sealed).
This topic could potentially be spun off into a “create your own (best) set” based on existing cards because personally in English, only Double Crisis is worth talking about.
