You can specify that you want to buy something (which takes the listing down) but then ask the seller to provide a total postage amount - you’ve committed to buying the item (in this case at $1), but eBay will likely step in and shut it down if the seller tries to force the buyer to pay such an extreme postage cost.
What would be funny though is if eBay steps in and forces the seller to pick a different shipping option.

Yes I bought the Articuno phone card from a guy who created a new account with no feedback and no items for sell … also I bought it after few seconds he posted… it was soo risky for us…
KEI helped me to get the main informations and understand where this card comes from , he got the original book and the original lottery paper.
The lottery paper says 100 person can get it such a lottery prize but until now there are no proof how many copies they give to winners…
The card was made by NTT for MEDIA FACTORY
Graded this promo card wasn’t easy basically I have been in NTT, NINTENDO and MEDIA FACTORY but unfortunately they don’t have any informations because it was made in 1997 …
The only picture and informations about this card are in the bible of Pokémon from 2000 which shows the TMB set and my card as well… the problem in this book doesn’t mentioned the year when the card was mede…
So psa used the informations from the lottery paper which mentioned ( the last day for apply was August 1997)

BLACKBIRD COLLECTING
Until now there are only 2 pictures about this card , one is a Japanese collector and the other one is the guy who asked the price before sell my card to me … so Maybe can be the last 2 copies exist or maybe not
The card hasn’t been sold on eBay!
Unfortunately we have limit selling on eBay so we could put 200.000$ so the only way for put it on eBay was sell it for 1$ + 199.000$ shipping ONLY FOR LISTENING SOME SERIOUS OFFERS but a fake account bought it and of course didn’t pay for it…
The highest and serious offer was 8000$ When it was ungraded
Basically there are no demands because few people know it is different from 1999 Articuno TMB phone card
And also because it is phone card .
But at the moment no one has the Full set Phone cards
So I hope to get some serious offers for this AMAZING card
There’s a difference between making an offer Vs. Actually paying the offered price.
I had someone message me last week on eBay offering a large amount for my PSA 9 Trophy Kang. After going back and forth with conversation and pictures, and making it seem like they would be sending the payment, they ghosted me.
An offered price is meaningless, and doesn’t actually set a value or give value to a card.
We just want to show our card because basically it was new for everyone, in the end only the buyer will decide the value of this card … if nobody knows about this card definitely I can’t get any offers and of course there are no demands .
When we posted it for the first time on Facebook 99% said it was fake and 100% never seen this card before…
There is also a difference in who makes an offer. Typically most organic offers are fine. However for an item like this that has little to no organic demand, its tough to gauge.
This situation is a great example of the value in “how” things are done. I’ve heard ridiculous statements from the owner about this card like, “smpratte doesn’t have it” and other nonsense to build inorganic hype. If this were presented more as a wait and see situation, it would have done better. Especially considering its inherently vague and low interest.
Since the flip/hype/instant money mentality is rife right now in Pokemon, the card is convoluted. Similar to the occasional trophy that hits virbank; the item might be solid, but how its handled and presented kills the demand, and ultimately the value.
Already there are few demands for the TMB phone cards so I don’t aspect our card have many demands but only who got the trio TMB can be interested in this phone card for finish the phone cards set which are only 4 in total or who just really likes this artwork by Ken Sugimori and want something unique in the collection
I wouldn’t consider this card part of that set, the TMB cards are desired due to the link to the TMB event, this is just a lottery phone card that shares the same artwork.
We are not in rush to sell it, this card is from 1997 and it was a limited card … it is part of the history, for many collectors it is just phone card with no value but maybe for others it worth a lot .
I can see many video on YouTube “ Pulled the best card, got one of the rarest card all with a crazy shocking face” this is part of the game and already everybody know more the us .
I just remember what the collectors said about this card in the beginning

Honestly, as a teenager, I was gifted a special edition card collection booklet a friend of mine got for me from Japan (I wish I still had it). Inside, it mentioned these phone cards and I loved the art. It was one of the most weird things for me to see in a collection and I wanted the whole set way back then. Nowadays I don’t care, but I love the art style to this day.
