I noticed this while I was listing this Raichu on eBay and I noticed some of the listings had a different set number. Maybe I should already know this, but its weird to me. Mine is a reverse holo as well…I know the scan makes it look like its not.
One is the reverse holo holo and the other is the reverse holo non holo
The holo rares in Expedition all have a non-holo rare counterpart (like in Jungle and Fossil). These non-holo rares have a different set #. Each of these holo/non-holo rare counterparts have their own reverse holo too. You can quickly tell the difference in pictures looking at the e symbol in the lower-left corner: the holo counterparts have a yellow/holofoil e and the non-holo counterparts have a blue e.
I found this out soon after embarking on my reverse holo set of Expedition!

I feel like I should have known this…well putting together an Expedition binder is probably pretty annoying lol
I felt something along these lines when I found out too, especially given that the reverse holos basically look the exact same (except for the e symbol).
