I see you are enthusiastic about the different print runs and differences between them but perhaps you should consider the names of them again, 3rd print fossil is quite settled name for the Australian 1999-2000 print so there might be a more fitting term for your findings to avoid confusion

Realistically, it’s a USA third print., No different from the fourth base set. Have you looked at these before?

I think the hangup with acceptance of 3rd print amd 4th print is most people are thinking of English variants without thinking of where they were printed.

You have a unique opportunity to name these variants something really cool and that has meaning. 1999-2000 print is easier to understand than 3rd print anyways.
