Multiple of Raikou’s dex entries state that it “embodies the speed of lightning”. Taking that literally would mean that Raikou can move at 270,000 MPH

“Electricity-like body”, “its body is made of plasma” and “a will-o-wisp powered by electricity” is too vague to gauge velocity factor, refraction index and plasmic constitution. Good chance it’s the fastest thing in Pokemon, and unlike Regieleki it doesn’t have hell-wrought insulators with magical dielectric properties attached to it.
