For me it’s got to be this particular Shining Mew. I don’t own it because it’s outside the scope of my collection, but I think it’s a perfect Pokémon card.

Specifically, the L-P shinies here would be my favorites. I prefer these cards without the holo border over the COL variant, and with the added rarity of these they couple nicely with the Master Key (also L-P) to make the ultimate gen 2 legendary mini set in my eyes. 
However if I had to choose favorites out these, Ho-oh and Suicune would each be tied for my number one choice.

If we’re strictly on about Shinings probably Noctowl as it was my first real-life encounter. Perfect icon profile and Steelix has got the industrial vibe perfectly in reflection made by the unique plates of the shining holofoil. Add to that exclusive Ken Sugimori kiss of the brush.
Obviously, Gyarados has that holy shit factor a card so intense it kicks your ass every time upon viewing. Mewtwo, Kabutops and Celebi have an alien vibe going.
Gold Stars? Espeon no question and speaking of green you couldn’t have started this more perfectly than the subtlety sublime precise af Bagon from the era which was the last truly remarkable Shinings.
Subtlety was the quality that the ironically memorable Shinings possessed has sadly long lost.

EDIT: Wait, scratch the above. Shining Imakuni? is definitely the best Shining Pokémon card.

Definitely the Shining Kabutops. 2nd place would go to Shining Celebi. Honestly not too keen on any others surprisingly.

Hmm, I don’t see them. I mean on the Neo Revelation card.
It’s pretty difficult to see since it’s all in different shades of red, but here one with the red replaced with black (in MS Paint…):
