“Base set Dragonair and Arcanine should’ve been holo” is something that was established since the first day they released in 1999 lol

Shortly after I remember thinking Jungle also had a few; for example:

Rhydon, Parasect and Butterfree

And then Fossil of course:

Slowbro, Omanyte, Golem, Sandslash and Mew to be the other holo included (just makes sense).
