what does it cost to ship a box from CA to USA

$2k is pretty steep. For a purchase this large, why not just fly there yourself and do the transaction in person. More peace of mind receiving the box in hand.

Eveyone entering Canada needs to self isolate for 14 days. I’m not sure he can just fly over the border right now that easily. Like I said, FedEx is the best way to do this. I’ve sent multiple high value packages from Canada to the US this way and never had an issue.

A booster box through Canada Post would be $20-$25 shipped with $100 insurance.

I don’t think Canada Post can insure up to $16,000 so if want it fully insured you would need to request a quote from FedEx, UPS, Purolator, etc… You would be mostly paying for insurance rather than the shipping charge at that point.

Fully insured can be extremely expensive, you (or the seller) have to read the fineprint of your postal carrier as often times, collectibles max out around 500-1k for standard shipping companies. 2k seems excessive though, maybe he includes his export tax if he´s applicable?
