I know base set has 50% holo and 50% non holo and thus can be weight. Jungle, Fossil, Team rocket and the gym sets all have a holo so can not be weight.
How about the neo series?

So shinings have a different weight?
Japanese Neo sets all have Holos.
Neo 3 and 4 (the ones with Shinings), cannot be weighed.
This is because the packs that have Shinings in them, also have a Holo. Since Shinings don’t weigh much more than a non Holo, it balances out the pack.
