There is this Ice Cream place where I’m from in St. Andrews, Scotland that do a flavour called Sky Blue & I swear to the PokeGods its the best. Can’t even describe the flavour, its magical.
This; they recently stopped selling them in my local supermarkt, i’m still in my cold turkey phase 
Might even start buying it online now, stuff is legit to good
In California, we have tons of designer speciality ice cream shops… So at those places I like Churro and Cookie Butter (Taste like a Teddy Graham) flavor.
If we’re talking generic, go to a store and buy a tub, then Cookies N Cream.

Vanilla with chocolate syrup is the best 
Cookies n Cream is my go to.
I like adding peanut butter to shakes when possible.

Here’s my small list of favorites since I can’t really pick an absolute best.
Rocky Road, Cookie Dough, Pistachio, Espresso, and Birthday Cake. A different flavor for any mood I’m in!
