Understanding WOTC Movie WB promos

Hello guys,

I’ve been looking at the WB promos from the movies and figured out there are at least two different kinds:

One, with the catch mew front and square corners:

And another one with the “collect all four” phrase:

Whats the difference between them? Different countries? Is any of these more rare than the other?

1999 movie promo set - two different packaging style?

I am browsing pokemon history and see the 1999 movie promo cards of pikachu mewto dragonite Electabuzz but I am wondering why it appears there are two different types of sealed cards. one with a yellow card ‘collect all 4 cards’ and another “catch new” what is the difference ?
