Your total balance is all that matters no?
Shipping is determined per total card quantity amount, not total declared amount. At least for bulk.
Why wouldn’t it be both?
Edit: I just filled out a bulk submission for 300 cards at $199 declared value each for a total of $59,700. The shipping cost would have been $93.75 which is consistent with the $1-$1,000 column so it seems @kpod is right. If it used the total declared value between $50,001-$75,000 then it would have cost $220.5.
That’s interesting to learn. I don’t have collectors club anymore so haven’t sent bulk in a while but for the other tiers my return was based on total value + total cards.
How did this get an 8?
So PokemonSteve (I forgot what his orginal E4/Discord name since he deleted everything as well as distanced himself from E4 due to his behavior) regraded a bunch of recent PSA 9’s as well as a handful of CGC cards.

The results were nice to hear since it backs up PSA’s consistency:
Total graded: 141
(74%) Regraded the same grade (PSA 9’s): 105
(14%) Upgraded a grade (PSA 10’s): 20
(12%) Downgraded a grade or lower (PSA 8-5’s): 16
(2%) Cards damaged by himself: 3

He mentioned AI grading, even without that, if you look at how ACE and cardmarket grade with those huge magnifiers and definitely taking more than 15-30s etc. I’m sure actual 10s are even fewer in number but people don’t like grading with actually strict companies lol - which then brings up the question, what is grading for but flipping?
Since it’s clearly not about getting the best objective grade.
Since none of the market leaders will highlight the card flaws for you, people will just have to guess and just constantly regrade if they are insistent for dopamine 10s.
Whereas in newer companies with little to no reputation nowdays will try to be as transparent as possible with why it got the grade. Since if you have an AI grading it and pointing out its error is there much to contest where as the other big 3 people can just left in the dark.
Ironically as you go up the condition scale, the incentive of grading has less and less to do with the actual condition of the card.
CGC, in comics, does grader notes for everything they grade. I wish they would extend that to cards, as well (and PSA too) but I’m sure the effort is not worth it to the companies so we are just left to guess
It’s widely known that PSA9’s in the pop report and PSA 9’s in actuality are wildly different. There is little to no reason for people to make an effort to communicate with PSA to deactivate the certs.
The only way I can thing of that will “clean up” the pop report is to have an incentive online program that every cert you deactivate (through some verification program) you are given a point or credit for a cheaper way to grade in the future.
Being the nature of grading cards, there are many that will crack and regrade. I guess it comes down to the grading company wanting to incentivize the cracking of their own slabs.
I know people have sent in their own labels before, but who knows if PSA actually does anything with them.

Would love some advice. I have this PSA 9 Festa Pikachu. Gorgeous card. I’ve looked it over carefully. Only flaw I see is centering. But I measure it still within 60/40. Is it worth me sending it in to PSA for review to try to get that 10?
I would never recommend using the Review service. You will almost always pay PSA to have them tell you that the grade is accurate. Worst case scenario, your card is lost in transit.
If you have a strong belief that the card was misgraded, crack it out and send it in. There are far more upgrades from cracking and resubmitting than from using the Review service.

PSA slabs are a breeze to crack. Practice makes perfect!
