I have a similar card. They’re on the incomplete holo error spectrum. But because the background colors are so light and because so little ink is printed on the foil sheet, it can never really achieve a true error appearance.
That Jolteon is a beauty! Shame they all aren’t so easy to spot at first glance.
The only low shine slab I have, is my old battered Shadowless Zard. It’s a very minor example, but there isn’t a lot of shine going on from most angles.
Thought my eyes were going funny, but no, the art on this Pokémon Breeder Fields I bought yesterday is slightly misaligned - most obvious with the lady feeding the Sunflora in the back.
Not quite sure without a picture, but sounds like you may have a fake card on your hands. The star pattern (often called galaxy pattern) is a part of the holofoil; you won’t have stars without holo. There have been a few instances of missing holo layer errors for WotC holos, but if you’re seeing the star pattern I’d guess it’s fake. Hope this helps.
