There would be two approaches I would go with, so it’s hard to clearly go with something but I would go with something between A or B.
A. is great as a collective and viewing standpoint, but there’s two caveats: 1. There’s less protection in binders, and 2. It would become more expensive to grade expensive eevee cards in the future, because PSA may determine them to be too expensive for bulk grading, which can happen if you have some hidden gems in the collection that is on the rise!
B. is a good way of retaining the value of the expensive eevee cards you have, but it will break your collection as some will be in binders and some will not be. That may irk you if you are doing a full collection set and you may be itching to buy multiple copies of non-psa graded cards to put in your binder instead!
I would not just grade anything willy-nilly because grading is expensive, and you can save that money on grading to buy higher end collectibles with the bundle you save! Furthermore, lower grade, non-10 inexpensive cards occasionally hit the market on a discount because the seller is honest but does not like that the card did not hit PSA 10, so they will offload the card to recoup the PSA grading fees. There would be times you can snag PSA graded, non-10 cards where you’re basically only paying for the PSA grade fee, or even less!

I’ might be an eBay stalker for that jumbo & another language Eevee GX which is rare in my collection. I usually collect japanese or English cards unless they are unique like the French McDonald’s pokemon cards. 
January 18th: ‘Jolteon-GX / Flareon-GX / Vaporeon-GX Special Collection boxes with an Eevee GX!!! I don’t NEED the evolution… so I may just hunt for the Eevee EX card to save money from all my other collecting! LOL
I can’t breathe!!! Yeah!!! I can see someone taking the 8 Eeveelutions deck to World’s & I’ll get the copy-deck Eevees for my collection too 
When the next year Worlds decks get published, I gotta grab those too… Along with my 2006 & 2007 World Championship Eevees. Eevee & Snorlax -GX with 270 will see play for sure so I’ll also grab a copy of the published Worlds card!
