Population rarely has anything to do with rarity. There are some rare examples we all know of, but I can go grab any random holo that hasn’t been graded yet and get myself a Pop 1 10 with it.
1st edition had one print run, Legendary collection most likely had several. that alone tells us the difference in rarity these two have.

There are less modern energy cards graded than 1st Ed base
The Pop Report is a resource, not a universal truth.

I think the reverse holo is cool and very unique, but the regular holo is much much more rare in a 10. The fact that only 12 exist is kinda crazy.
It was the purchase that got me back into the hobby. So I’m a fan of it, but I wouldn’t say it’s rarer than 1st edition base set Charizard.
