Hi! Trying to order the new Eevee set; I’m used to having a someone from Japan purchase it but they charge 40-60% on all items… what site can I use to preorder?
You will first have to make an account with any parcel forwarding service like Blackship or Tenso. What they basically do is provide a physical address and phone number so that you can use that info to make an account with Pokemon Center Online Japan.
Once you make an account, you have to just apply for the pre-order for the product. Once your order is fulfilled (you have to pay Pokemon Center directly), they will ship it to the address you filled which is the warehouse address for the forwarding company. They will then send you a notification that you package has arrived.
You also have the option to consolidate your package so that you can group multiple orders. The forwarding companies have a few days where they can hold your package for no extra charges. This gives you a window to order more and then consolidate the whole package. The company will send you an invoice for the shipping charges and send you package to your address after payment.
I have used the services of Tenso, specifically to pre-order the SWSH Precious collector box and everything went well without any issues. Tenso has a detailed user guide in English, specifically how and what to fill the address in Japanese when making an account on any Japanese website. Hope this info helps.

Do you have any advice for somebody who wants to pre-order (from another country) but then pick up in the store (when I’m in Japan). Is there an option to select ‘pick up in store’ when you do the pre-orders?
I also can’t find on the Pokemon Japan website where to sign up to their mailing list so I am notified when pre-orders go live if you could help there also…

Oh! I was sure i’d seen something about that last time I was there - got it.
I think @BANKS already clarified and I agree as well. I have never seen an in-store pickup option because I do not think PCJ will have tie-ups with LGS in Japan. The most you can do is give the store as your delivery address and PCJ might deliver to that store, but that would need coordination with the store to accept and hold your items till to come to pick them up.
I keep getting emails from PCJ for new releases like plushies, keychains and even new TCG. I think it happens automatically when you sign up, or atleast I personally did not do anything differently and just signed to their newsletter when registering.
I do not think it covers pre-orders though. The best thing to do is to follow some social media or news that reports on potential release dates and pre-order dates to be able to then log in and do the pre-ordering. I believe you have a good enough timing window when it comes to pre-orders.
Maybe others can also chime in with extra details but you may just have to keep trying. Hope it helps.
