Wonder if phone verificaiton via a JP number is needed because that would be the main hurdle and way for them to determine who resides in Japan (since you could just put any JP address there).

Looks like you just need the convoluted membership in order to apply for a lottery. I just made a normal Pokemon Center order of in-stock products to my Tenso address with no problems.
I needed to update my credit card information from the user page and there was a new confirmation prompt from my bank (3D Secure) but nothing else. Reshipper addresses haven’t been winning lotteries for years, unless you figured out some service they didn’t know about or had an actual middle man in Japan. So it looks like this membership system doesn’t really change much and just formalizes practices they’ve already had in place.
This seems to be correct. I think the rest of products should not be affected and hopefully this is only applicable to the very hot / in-demand products.
