Recently, even cards within the 55/45 requirements may not be able to get 10’s.
It depends on individual graders, but I’ve had multiple whole submissions where cards with centering worse than 52/48 basically had a 0% PSA 10 rate. That inconsistency is part of the reason PSA absolutely sucks ass right now.

Yep, I’d agree with what @cwebfan23 said. You can get a card like that to 10, but i’d say the odds of that nowadays are probably 1 out of 20.
The graders are strictly going to be going off a quick eyeball test unless maybe you are sending in a card in PSA’s top tier. (and I first saw that card in a grading reaction video that was sent in at the value bulk tier. lol)
Like I said, I think it is an awesome card too, I just want that same grader grading my cards I send to PSA! ![]()
my 9 has better surface but white dots on corner and a few print lines on back :^)
If that is on the card and not the case, that is crazy.
Considering all the cards PSA damages when they encapsulate, I’m sure they can find a way to scratch the cases before they scan them too.

Looks like a normal CGC 10 to me.
And yes, people cross from CGC to PSA (and vice versa) all the time.
Overwhelming probability is it would just get a PSA 9 bc of the back centering, slight corner whitening, and the dot on the top yellow border, but a PSA 10 isn’t impossible. Certainly should not be expected, though.

A scratch isn’t outside the guidelines for a 9 though.
I saw a PSA 9 that appeared to have similar deep scratches on the holo; I inquired about them to the seller, who provided a TON of photos (way more than I asked for, lol) to show that it wasn’t on the card, it was just the scan. I’d wager this is a similar situation.
I’ve been noticing this a lot recently, scans not doing the cards justice. Probably time for these companies to start investing in new scanners, because the overload of bad scans of late kinda ruins the purpose of the scans in the first place.

But then again, the left-right centering is also terrible, so that doesn’t fully explain it.
