Numbering question regarding 20th Starter Pack

Hey, just wondered why Blastoise EX (73/71), M Blastoise EX 74/72), Shellder (75/72), Cloyster (76/72) and Krabby (77/72) all had numbering above 72, i.e why are they numbered as secrets would be while not looking very “secret-like”. Is it an error from the team creating this set ?





That’s about it, there might not be answers but I was curious about it when stambling uppon this set recently.

A special Blastoise version of the Starter Pack (Japanese: スターターパック カメックスver. ) was later made available, initially exclusive to venues hosting the Kamex Mega Battle in Japan during May 2016, followed by a more general release from the Pokémon Center Online store in June 2016. This version substituted the Grass or Fire-type cards available in the first section of the regular version with Water-type cards. These cards appeared in the core Generations set, but are classed as secret cards in the Starter Pack. The Starter Pack also came with an exclusive Chansey coin.
