Best i can tell, everything under Wotc 1999 had this CAPITAL error on the foreign printings. Foils with this error have galaxy foil and their non-holos should contain the 1999 copyright
Notably, at the same time that all this occurs the front plates for the non-foils transition from a positive to a negative degree magenta. My opinion is it is likely the beginning of the 2000 printings.
With Italian base set being the only base set(aside from dutch) to not be printed in the first round, it makes sense that it would be the first one on the printer for belgium.
I have found two more Gyarados so there’s a very good chance that they are indeed a theme deck sheet, haven’t found any others. If I were putting money on this, I would look towards Belgium printed themed decks coming before the pack foils right at the transition. It almost makes me think that hasbro was responsible for the big transition over to the Cosmo foil.I’ll try and find a video to maybe confirm later.
As for the Pikachu promos, my best guess is those were printed stateside. That’s probably where and whenwe transitioned over here.
