Where is the scratch?
Looking at that picture. It doesn’t do it for me idk why? Maybe it’s the gold?
You can see the micro scratches along the bottom if you zoom in. I would imagine with subgrades it would have got a 9 for surface.
Collect 9s. Card condition won’t disappoint you and you’ll save a hell of a lot of money.
These are pretty common with this card and you can’t actually see them unless you scan the card.
I don’t know if there’s an English Neo Lugia, T17 or Slowking without some type of minor surface flaw in PSA or CGC 10. Same with Base 2 Charizard, all the PSA 10s and CGC 9.5/10 I looked at had minor surface flaws to some degree from the WOTC era manufacturing. These cards are simply very tough graders.
I believe this is why PSA calls a 10 ‘virtually perfect’ and not ‘totally perfect’. I’m sure there’s some out there with truly flawless holos, but it’s definitely very rare it seems.
I also recall a thread on here with a PSA 10 Neo Pichu that had very obvious holo flaws and PSA defended it as a 10 as well. Regardless, Gem Mint to me is basically as good as it gets for WOTC holos with few exceptions.
Just because it’s pretty common doesn’t mean it deserves a 10, but if you can’t see it with the naked eye then I can see why it got a 10. Weird that it would show up on a scan and couldn’t be seen with your eye though…
I actually don’t think this card does exist in any capacity without any surface issues. Unless someone is hoarding a raw copy no one knows about.
The scanning they do turns the holo black basically. While in person it’s silver. Which is why you can see it there and not in person. I have ten of these and it’s the reason why I scan and do a color inversion to see them.
But again, this is the same Gem Mint they have always had. And you could always get Gem Mint with a 9 surface score, just like BGS.
Neo Genesis is plagued by holo scratches. Honestly probably the most notorious set for holo scratches.
Also Holo cards with white holo/backgrounds are more prone. Base Chansey and dark magneton are a couple that come to mind.
Surface is always most important to Pokemon fans. I always try to prioritize that sub when I can. The one sub that really equates to “damage” imo. Cards can come out oc, or with silvering but scratches on the Holo are 99% of the time not from the factory no matter how small

Exactly right, the white backs/normal cards are the worst by far and Base 2 through Neo era cosmos holos seem incredibly prone to manufacturing defects. Lugia, T17, Slowking and Neo Rev Suicune and Entei are others that come to mind.

I agree, id bet most of the PSA 10 copies have very minor surface issues
