It completely depends on the person. Misprints/miscuts/etc. are very niche items, but if you find the right person, they could be willing to pay quite a bit of money for them. There are some people who have entire binders dedicated to error cards.
But there is no real objective/set value for cards like this because a.) there aren’t enough of them to establish an actual price point, and b.) there aren’t enough people who actually seek them out.
As mentioned above, it really depends on the card. I know misprints which are worth over 3,000 USD where the non-misprinted versions are worth just 3 USD (i.e. Inverted WB promos); I also know misprints which are worth less than the regular card itself (usually ink drops or off-centered errors on a very desirable card, like Shiny Charizard for example).
That Skarmory with the entire card shifted down is very cool however, and it will definitely increase its value. I have seen some misprints before which are rather similar as your Skarmory, like holofoil cards where the holofoil part of the artwork is shifted; cards which had double printed ink causing an almost 3D look; or cards where just the Energy symbols were shifted. But I’ve never seen a Pokémon card like your Skarmory before, though. I personally would already pay like 35 or 40 USD for it, and I’m not even collecting misprints/errors. I’m sure you’ll be able to get a nice price for it from someone who collects errors.
