Can any collectors in Quebec, Canada who maybe able to find me a McDonalds 2012 Scraggy, however the french version was only released in Quebec, Canada and in French language. Ive tried looking online but everything is the English release, seems my only hope is that a local collector/store may have one for sale.

I am not sure what that would be called in French, but you might find some hits.

Something else you might try is looking up card shops in Quebec on Google Maps and giving them a call or an email. I tried this approach when searching for a Quebec-exclusive French cosmos Slowking promo. I didn’t end up finding it through this method, but the shops were mostly willing to look and got back to me fairly quickly!
