You sign up to make a few cents to a few dollars back on eBay purchases and at the end of the quarter you can spend your accumulated eBay bucks. Check it out.
I have maxed out 2 accounts $500 each

So to answer the question: 0 USD. Where I live I never get eBay bucks, eBay discounts, etc. The only thing we get are high import fees and higher shipping fees, rofl.

Yeah similar to @ccrntrade I use three buying accounts and usually max all three each quarter
