Ah I see, if he refused to accept the issue and any proof you showed him…then yes it is his fault and he should refund you.
I must have missed the part where he refused to resolve the problem.

Im having a similar issue with a japanese seller, they wont respond so I will just have to open a case against them. Ive had several replies but nothing since i said id like a replacement or resolution as the cards are not brand new as stated
