I’m kinda thinking it is more of an advertisement than a card.
As for rarity, I’d say extreme. I only heard of it for the first time the other day, and this is the first time I’ve seen it.

$35 would be a sweet price for one.

Yeah, I saw the Jumbo card thread on PokeBeach and thought it might be worth a lot. At least it looks like it’s rare in the west!
I just pulled out the Jumbo Lugia/Ho-oh for the first time in 2 years. I forgot that it’s bigger than a normal Jumbo card:
